After reviewing and testing of countless firewall, VPN and content screening solutions, we have elected to support and recommend the following:

• Netscreen Technologies (Juniper Networks) for VPN and firewall. It has the best performance in its price range of any product available. It is simple to install and maintain. Its VPN performance is so good that it make a good VPN solution sitting next to other brands of firewalls.
  
  
• Cisco's PIX box because of its' superior performance and reliability. If you are a mostly Cisco networking shop it fits well. It is harder to manage and the command line normally used is more prone to errors.  Functionally it is an excellent product.
  
  
• Checkpoint if you need special add-on features or if internal politics makes it easier to get funded. It is harder to maintain and the performance for the price is not as good as Cisco or Netscreen/Juniper but it sets the standard in firewalls. The VPN is not up to the high standard of the firewall and there is a definite performance penalty.
  
  
• Websense and SurfControl are excellent for URL content filtering and desktop control.  Each is designed to fit a different environment and some discussion is required to ensure the best match of technology to user network design.

Budget issues or special requirements for outside organization's requirements may be more important to getting the right solution than just picking a purely technical solution.
